Wheels in the Star Wars Universe???

Why, in ANH, does the cart carrying the rebels in the Yavin IV hangar have wheels on it? I thought everything hovered in the Star Wars Universe.

 

They have wheels in case the power goes out, or if the cart is in need of repair and has to be moved manually....

 

Wheels are much cheaper to make than repulsorlifts. You may have noticed that the Rebellion is not rich.

 

I think mouse droids also have wheels, don't they? The Empire can surely afford anything it pleases, so there must be factors other than cost involved.

 

R2-D2 only used wheels until he got those little rockets in AotC.

Leia had some personal funds of her own, due to being the heir to the throne of Alderaan, but the Rebellion as a whole was strapped for cash. That's why many of their ships were old and broken down.

The robot in AOTC pulling Anakin and Padme to see Watto used a chariot with wheels. Also, one of the Geonosian battle vehicles used wheels.
