I always thought that the Jedi were a very wealthy organization like the Templars were. After 1000's of years they should have a rather large stockpile of wealth to pull from, even the NJO would have access to this as long as they know where it would be located.

 

If i were the on the council I'd lobby to have the Jedi incorporate and become a publicly traded company. That would keep the paychecks coming no problem.
