    Hutts are Hermaphrodites - they don't need two parents. Plus, though not his mother, Gardulla is a feminine Hutt.

    Hutts are a hermaphroditic species, meaning that they have characteristics of both male and female sexes. Jabba is "male" only insofar as that is how most species with two biological sexes, such as humans, perceives him, and the same holds true for "female" Hutts such as Gardulla. As a hermaphroditic species, Hutts are also asexual, capable of reproducing without the need for a mate. Rotta is the offspring of Jabba and Jabba alone.
