Who stopped them in the past?

In the beginning of ANH, Vader said "There will be no one to stop us this time".
This would imply that they were stopped in the past, what happened?

 

Vader's comment, in my opinion was talking about the Imperial Senate. The Senate was about to be dissolved by Palpatine. Perhaps the Senate was getting in the Empire's Way. Many senators were probably in favor of the rebellion.

The senate wouldn't stop them, Palpatine would be in control for a while now. It was rebels.

 

I'm pretty sure it was the Rebels.

 

Unless we go by the theory that there'll be a Death Star in Episode III that gets blown up.

I always thought the comment had to do with finding the Death Star plans.

As far as Vader knew that escape pod was empty so the plans could not just get up and walk away, or so he thought.

The Rebels put up a fight in getting the plans, they put up a fight protecting the plans. Since the plans were on the Tantive IV and resistance had been neutralized there was no body to stop them. Leia had to go and out think Vader putting the plans on a droid.

 

The Rebels.

 

I always thought he was refering to the rebel's, but maybe not.
