I choose Sidious because look what he accomplished by using his powers. How he was able to go from a naboo senator to emperor of his own empire.

My boy fought 2 jedi at once and had them beat. that obi-wan flying out of the pit and cutting him was purely so little kids wouldn't go home crying.

I went with Darth Bane because when all the Sith began killing each other he was the lone survivor. He then incorperated the one master, one apprentice philosophy which held up for 2000 years. So he was obviously powerul if he killed many Sith and he was wise for coming up with his philosophy.

While Darth Bane was very powerful, I think Darth Sideous (Palpatine) was more powerful in that he built an Empire in secret.

Not only did he manage to manipulate the weaknesses of the Senate and Republic, but orchestrate the Naboo invasion/Clone Wars/birth of the Empire (all in the love of Democracy) without the jedi knowing.

Lies, deciete, creating mistrust are his ways now.
