The best, baddest baddies IMHO:

Evil guys: Palpy. No doubt about it. Can't get more Sithier than that.

Evil chicks: Ysanne Isard. (yeah!) Imagine her with PMS...

Going with Grand Admiral Thawn. HE wasn't evil BUt just Damn good at what he did. Which made him a very effective killing machine.

There's no competition. Thrawn was just a lackey. Palpy took over the galaxy with brains and cunning, duping everyone.

Billions were killed in his name, he reduced a 10,000 year old Jedi Order to 2, and became ruler of the Universe.

Thrawn just lead an expedition, following Palpy's orders.

No competion.

Palpatine- he's great at scheming. He's a political genious, even if he's a villain...

Count Dookuis the best. He is able beat Obi-Wan,Anakin. Plus his lightsaber style is cool.

Palpatine by far maybe he lacked in hand to hand but he still had the largest most powerful empire in SW. And afterall that is how you judge a villian. As for Vong they never would have survived if the empire was still around.Besides anyone who both Maul and Vader call master must be pretty bad.
