Why are The Sand People On tatooine such a big Problem in the Saga

    That's pretty much it. :p

    They're a very aggressive culture that has a history of confrontation with their neighbors-namely humans and other offworlders.

    Most of the movies have a significant portion of screen time on Tatooine. It makes sense for the Tuskens to be a prominent threat there.
