Why can't vader grow hair?

I really miss the Shaving Habits of DV thread. Yes, there were some of us who thought Vader had hair but shaved. I mean, he does has eyebrows.

All that heavy breathing scares the chicks off anyway. Besides, why care about your looks when everyone thinks your some kinda wierdo running around in a tight bondage suit anyway.
