You're right it doesn't make much sense for Owen and Beru to not have kids, though. They would have needed someone to carry on the farm, and they knew Luke wasn't going to hang around.

plus weren't they poor? having more kids would really make things tight financially.

 

For the same reason Ma and Pa Kent did not have children of their own. They couldn't.

However, they did raise Luke, so maybe they figured one was enough.

Or maybe they had to have a license from the Hutt government to have children, and since they already had Luke.
