QUI-GON: "The few (spaceports) like this one are havens for those who do not wish to be found..."

Though he refers to Mos Eisely and Mos Espa, it applies to the Separatist Council. They're on a remote world that's sparsely populated, with almost no hope of attracting the attention of the Jedi/Republic forces.

Just think mustafar was controled by the seperatist leaders because it was an easy planet to take over because there is no use for it and the leaders were weak with little security so palapatine took advantige of the security problem and took over and it would be a good hiding spot if his plan of killing all the jedi worked

General Grievous: My Lord, what in hell's name made you select Mustafar?

Darth Sidious: The health of the Separatist leaders; I selected Mustafar for the waters.

General Grievous: The waters? What waters? It's a lava planet, my Lord!

Datth Sidious: I was misinformed. The shadow senator for the Mustafar system who told me of the waters has been taken care of, as will be the Separatist leaders.
