Why did the Council feel the Order needed more Knights?

I don't understand why the Council feels that there should be more Knights as if that would solve the problem in the war. It wouldn't suddenly make more Jedi appear. Ranking doesn't make a difference as to their abilities!

 

Maybe the can't command the armies if they are padawans.

 

becasue they needed more generals to command the armies and a padiwan cant command a army because they are not fully trianed. They were losing Jedi during the war and they needed to find replacements. There forces were being spred so thin that they needed more jedi to take care of smaller armies so they werent with out creative and not clone leadership.

The authors needed a reason to dramatically knight Anakin without having much of a choice despite the fact that the problem had already been dealt with in previous adventures. This was it seems like the council reluctantly put him into power, showing the desperate things people must do in war.

Additionally, in fact the ranking does matter as has been seen in other stories as the padawans are generally (unless they are alone as their masters were just recently killed) not given control of armies. While it doesn't make sense, it seems that anyone carrying the title of padawan is not worthy of commanding forces. This is also why Obi was reluctant in the first chapter to hand over space forces to Anakin, as a padawan's place is with his master. However, in that lone case, Palpatine overrode that tradition.
