They do intervine when they can do so practicaly. There is no legal slavery in republic space, But they cant do much about the hutts they dont have the power base, not unless they are for a drawn out war. Some times one must let a smaller evil prevail to fend off a greater evil.

Yup - through near-slave labor. But Arkanians are really smart, so the Republic wants to stay in their good graces.
Which is a good thing. Hapes causes more problems than helpful contributions. The NJO stories have Hapes prominent because a member of the order is from there. If this was the old order, Tenel Ka would have had to give up her family, probably.
I'm aware of all that. Tenel Ka probably wouldn't have been born if the prince of Hapes didn't try to marry Leia and tag along with Luke to Dathomir and met the woman he married.

I think the Jedi have mostly championed democracy, peace, and order but there's been plenty of times they've done...questionable things. * The Sith Genocide. * The support of Empress Teta. * The Jedi Lords. * The Shiodo Shifter massacre. * That world they accidentally destroyed whose name escapes me (the race is bald but for a bone in the middle of their heads - one was on the cover of Wanted by Cracken)
