    Imperial bureaucracy and micro-managing and budgetary reasons meant that the shuttle was ONLY scheduled to take off in the morning. Also the Emperor was having a laugh and decided to leave Vader and Luke hanging out at the gate for a few hours. holding their boarding passes impotently.

    I never even made the connection between the shuttle taking off and it being Vader taking Luke to the DS. I always assumed it was just some random shuttle bringing supplies or whatever.
