Prior to the PT...Yoda did not want to train him for the reasons he said.

After the PT...we have to make up reasons why Yoda acted crazy and did not want to train him. We say that he was sizing him up or testing him in some way or another...sure, they are the only rational answers that can be given and have it all make sense.....but wait...it doesn't make sense. Yoda knows that luke is the true hope for the galaxy...Believe me, if you are going to go into seclusion for 20 years, waiting for the time to train the person who will save the world...you are not going to waste any time. If the OT were remade...Yoda should be like "Finally, here you are...much training have we...begin immediately...we will." But that did not happen, so we make up our reasons so we don't chock it up to another plot hole(which it is) which inevitably lessens our Star Wars experience because it removes yet another layer of plausability...till all we will be left with will be just a movie...:_|

I think Yoda hesitated to train Luke because of his genetic similarities to Anakin - impatient, hot-headed - fearing thathe might become like his father and turn to the dark side...

I bet thats already been said...:p

He was jealous of his cousin's Fozzie imitation on the variety show planet.

Which is another example of why the PT generally sucks. The PT should have been providing the backstory for the OT (because they are prequels), rather than the OT being edited to conform to the unfortunately far inferior films of the PT.

He wasn't hesitating, he was in lecture mode.
He wanted Luke to see that this training is nothing to enter into lightly,
that it is serious business and Luke has to be dedicated and really want it.
He says "he is too old" "will he finish what he begins" so Luke will protest
showing he wants this and is prepared to dedicate himself to it.
He is just tossing out rhetorical questions to Obi-Wan, it's Luke's reaction
    he is after.
The whole relationship is test after test.. the initial meeting, discussion in
the hutt, the cave, trying to bring the ship out of the swamp...etc.
