why do jc pages have two style sheets?

    if you've ever looked at the code for a jc page, you'll notice it has a css style sheet at the top, and a link to a remote css file at the end of the head tag. my question is why is it done this way? and why is it that the style sheets have the same classes yet don't have the same colors?
