PT Why wasn't Palpatine found and recruited into the Jedi Order ?

Palpatine or Darth Sidious as you prefer why wasn't he found by the Jedi Order and taken away to be trained as a padawan ?

I think it's clear from his later performances that he is exceptionally strong in the Force, not on the level of Anakin's raw talent but certainly up there with Yoda etc.

Feel free to answer either with a EU backed point of view or with a movie only point of view.

Imho from his EU backstory it makes even less sense he wasn't some street kid living unanimously and drifting from place to place or in Hutt space, he was the scion of a noble family on a civilised planet.
