Its not that simple really. We wouldn't know whether Padme would not go along with it, especially when she replies Anakin "no, aggressive negotiations". The Republic's well being was at stake very clearly with the TF attack on Kenobi. Palpatine has made it almost impossible to not call for the Army. Jar Jar did what he thought was right, regardless whether he's weak minded or not.
