Bolo makes most of his money by "leasing" permission to sell and trade, and by reselling a lot of stuff for himself.

 

So, like a space retail mall with vendors renting space? So B5 / DS9 strip of alternating shops along the main thoroughfare of what would be the original giant couple story'ish hanger/cargo room that was the lucrehulks arms?

 

More like a space flea market or a space bazaar. There's nothing constructed but there's a lot of people selling out of their ships or out of stalls they've set up.
