This makes no sense.

1) a mosquito can probably bite right through a condom.

2) the rest of your body is completely unprotected.

You joke about this, but in most of the Central and South American countries where they are seriously suggesting this it's very, very problematic...

1) They say "don't get pregnant for 2 years,"
2) They don't make birth control easy / legal / safe to get (Catholic),
3) If 1 and 2 don't work, you can't legally get an abortion and/or it's criminalized (Catholic)
4) Or you then give birth to a disabled child as a massively poor woman without a support structure...

As far as threat to the world at large... Well, normally this wouldn't be as big a risk, except that hundreds of thousands of people from all around the world are about to descend on Brazil for the Olympics. So this actually is more of a risk than normal.

If they haven't started already, planes within and from South and Central America and the Caribbean really ought to start spraying planes for mosquitoes before takeoff. This is something they did on my flights between Zambia and South Africa, to help prevent the spread of mosquitoes that carry malaria and yellow fever (though the latter is rare in Zambia).

 

I believe the UK announced that they will start spraying planes arriving from destinations with Zika.

Spraying planes with Zika sounds really counterproductive.
