Also, can I arrange a time maybe before or after the meeting to get the toys from you you have the garage?? The costumers are doing two hospital visits coming up and could really use them.

You can't exclude anyone (the public) from showing up at any event in a costume. How could you effectly do that anyway?
I don't see what the problems were in this... that is exactly what we have in our charter.
As far as balance between costume and no costume functions, that's depends on how you look at it. I do almost everything Fan Force related and I think their is more non-costumed things. This is fine. If you like it do it if not don't participate. Nobody gets left out and everyone gets what they want out of the Fan Force. I never did see what the issue was.

The Fan Force Rules are global. They weren't directed at any one chapter. However, there are chapters out there that had started requiring people to pay dues in order to vote and to have a costume in order to attend events. Nobody should ever HAVE to do either since that isn't the reason Fan Force was created.
If you have questions about the Fan Force Rules the best place to ask them is in Fan Force Communications. There is already a thread established for questions about the rules.
