"She is returning" was mentioned in Fires of Pompeii (although some theories state it may infact mean the return of The Rani) and Rose was seen in the first episode. But I heard no mention of anything like that in Planet of the Ood, apart from her theme.
The only suggestions in the Ood episode of future things in the series was "you're song will end soon" and a mention of bees.

That seemed more to do with The Doctor himself then Rose.
After all, he is due to regenerate after this series and the special episodes.
Or as stated previously, it may simply mean that the Doctor and Donna will part company at the end of the series.

I think Richie is right here, the average viewer would not even realise that Rose had a musical theme, I certainly did not, it is Doctor Who after all and not Star Wars.

Just gone back, listened to it, and checked against the soundtracks. It's theme used when Rose is looking for the Doctor in Doomsday, and is part of Rose's music. And the beginning of that track (called "doomsday") is the music used when you see Rose in Partners in Crime.
EDIT: "The Doctor's Theme" uses the same eerie voice sound heard in the extract, but it is not the same music.
EDIT 2: Actually it's also used when Rose is first trapped in the alternate universe in Doomsday. It starts just as the rift closes. It's absolutely Rose's music.

The only thing is that nobody would really notice (except for people like you, and I mean that in a good way), especially as the Doctor Who music is a bit bland compared to say, a John Williams composition.

I don't think it matters whether people would notice it or not. There are lots of tools used to refer to people or things. Words, visual clues, music etc. The fact is that the makers deliberately chose to use Rose's music at that point. Some would spot it, others wouldn't

that particular music, thats played that the moment when the Ood say what they do to the doctor, I find confusing if it's Rose's theme or the Doctors. I instantly remember it being in the 1st xmas special when the doctor exhales that yellow cells (or whatever the hell it was).
