First thing is to start a diary. List dates, times, and ALL anti-social behaviour.
If you complain to (whatever) authorities, they will tell you to do this, so get yer foot in the door!
Any evidence you can gather is great. Videos in which you can hear the music and stuff is a good start, especially if you can prove what time it happens. Film teletext or something else which has a live clock displayed.
You've talked to him, so that's that part done. But another idea is to get hold of a dictaphone. Wait til the next offence, and record you complaining to him about it the next day. If he gets sweary, then that's good ammunition for you.
After that, do not approach him anymore. Get one recording of his reaction and attitude, and continue building your case up.

I lived next door to a neigbour from hell for 16 years one thing I can say definitely is make sure you are firm in putting your foot down with the Council because they tend to pass the buck or somehow 'lose' your files if you aren't on top of it at all times.
Also if you ahve to call the police out get an incident number which you can quote in you journal.
It's a pain in the ass to go through it so you have my sympathy but whatever you do don't get into any conflicts with him over it, just keep your distance.
There's also these people: Noise Abatement Society, worth a try at least

Cheers for the advice everyone. I started keeping a diary on the noise. However today he seems to be quiet lol
Im stuck at home with illness at the mo, so Im here all day, and it seems he is aswell. I never see him go out for more than 30 mins. Wonder if he has a job 
Plus, my mum pointed out yesterday that he is also looking after his mum's dog, which he dosnt take for walks. He just lets it do its business in the garden, which is now amassing quite a collection of works of dog art on his patio. Wont be nice during the summer.

Get onto the RSPCA, the more outside influences you can bring in to give him a negative light the more likely the Council are to do something about it.

At least the dog is doing its business in its own garden and not in yours..
My neighbors have been pretty quiet today - the dog's been barking some but no brats screaming. Just as well - I have a headache and nausea and generally feel like crap at the moment. I hope it's not the vomiting bug..

I am fortunate I have elderly Asian neighbours who barely come out of the house, let alone play music.
I have found that playing The Imperial March loudly through open windows stops the man sitting in his car down the road from playing his loud stuff.
I agree with Hal's advice, but be careful. He seems the modern type who may lash out if provoked in any way.
I used to have neighbours across the road who played loud music, and I never said anything......I value my windows.

Or you could take him to Court, and claim Nuisance. If it's annoying the entire neighbourhood, it's more likely to be followed through; an injunction against them being noisy.

I havent caught him in the act he claims its the weather but as i look (in my room) other peoples fences ,his neibour and his neigbour befor that and my neighbour on the otherside, all have thier fences stright up and not a damage.

There's probably not a lot you can do unless you have proof that he did it. If you report him to the police with no proof they won't be able to do much, and if they ask him about it then it might make things worse.
I had part of my fence come down in a strong windstorm and none of the neighbors' panels were damaged. The fence was just rotten in that area.
Have you done anything that might make him pick on you?

Well, without proof I'd chalk it up to weather damage and get the fence fixed rather than confront him because you think he did it. However, if you see him actually causing damage on your property then try to get some proof that you can take to the police.
If you wanted to, you could try phoning your local council anonymously and ask their advice.
