If you are planning to attend the parade, I have found a wonderful and rather inexpensive way of attaching lights to your costume. In Eaton's Centre (or the Bay Centre, if you so choose) there is a kiosk on the bottom floor. It is selling "blinking" lapel pins. I picked up ten sun shaped ones for just oer $40. The lights last for at least five hours so you can turn them on, tack them to your costume in strategic spots right before the parade and --- voila! No damage to the costume. I'll also be bringing some glow sticks and glow hair wands.
