It all depends on who's leading it, really. I actually have a fan fic idea about how Yoda & Yaddle's oldest son looses all his memories & ends up becoming the Emperor, but he's a really good Emperor who actually helps the people live happy & peaceful lives & whatnot.
But as for this thread, the reason why the Empire is evil is because it seeks to oppress/dominate everyone else on the thread.
Or am I wrong?
