Most games here don't use dice to determine the outcome of actions - there's no 'stigma' or anything against using dice, it's just that most of the games we have are free-form. There are games that use dice like Tide of Flames in NSWRPF and Casino Royale in RPF and possibly more that I'm not aware of. Usually players use Invisible Castle to roll dice in those games, because that removes the possibility of cheating - but again, only in the games that use dice to begin with.

Generally speaking, you get to determine the damage your character would take in a fight, within reason (if you got hit by a thermal detonator, you shouldn't walk away unscathed because that would be godmoding) but not the damage your character inflicts on other players. As for NPCs, some GMs will let you determine the damage inflicted on minor NPCs (slicing up droids, etc) and some would rather you didn't. If you're joining an established game, have a look at how the other players are doing it and take your cues from that. Same thing goes for actions. If you're playing a slicer and are trying to slice the lock on an apartment in some backwater, you'll probably manage it. If you're trying to blow up a building, the GM might step in. Generally, when in doubt, post your action and tag the GM. Can't go wrong there. ETA - All the same, I don't want it to seem like you're not supposed to take ten steps without checking in with your GM, because it's not like that at all. That would quite defeat the purpose of a free-form game. If in doubt, by all means check in first, but things usually work out quite smoothly once you start playing so don't worry about it.

Each game is subtly different when it comes to recruitment and player permissiveness, so it's hard to make generalisations. On the previous page, I posted a few links to games that are always recruiting. However! We're working on an index of games that are open to new players, which should go live very soon. No more clicking through threads wondering if you can join in.
