ă = act, bat
ā = able, cape
ä = art, calm
ĕ = ebb, set
ē = equal, bee
ī = ice, bite
ĭ = if, big
ŏ = box, hot
ō = over, no
oi = oil, joy
ŏŏ = book, put
ū = ooze, rule
ŭ = up, love
û = urge, burn
apparently not. can anyone tell me what those funny number things are?

looks like a table of letters a normal US keyboard doesn't have.
I can see 'ä' and the others could be some kind of code you type, if you want to use them still.
Not the one, I'd know, because that has no letters and four number.
But since I forgot which key to press while typing the code, that does not matter, I think. 
I wondered if the words were examples how to pronounce the letters, but then, not in german, because here it'd be:
ä = care, share
ö = girl (approx)
ü = hymn

it is strange isn't it.
