I hear the swedish and the germans are making much more quieter subs then americans. is this true?

Yep. Some are better equipped for this than others, but..yeah.

Yes and no. Any fleet that is developing modern diesel submarines is technically making subs that are much quieter than American submarines. Diesel submarines, when using their battery are virtually silent given that they have little to no machinery noises. They are vulnerable to prosecution while snorkeling, however, but this this vulnerability has been significantly reduced in recent years with technological advancements in both battery life and diesel quieting. Today's modern diesel submarines are incredibly quiet.

That said, most still have a finite range and require periodic snorkeling in order to recharge their batteries.
