People giving Tunick a hard time haven't used the LA Metro.
Basically, most of the lines have a money slot. But some of them don't. They assume that you're a monthly (or weekly) rider and have a bus pass. LA has bus pass depots (often check cashing joints) all over, but most of them don't sell day passes. A lot of times you have to buy a day pass on a bus with a money slot, and the drivers are real barskyeaters about it because selling you a pass takes more time and they need to stay on their route.
So yes, Tunick didn't pay and he should have. But he's also dealing with a public transportation system that does NOT have the casual rider in mind. The LA Metro system is really designed as a people mover for lower-income, non car owning folks. It's a real sodder of a barsky sometimes.

They also don't give you change, so if you don't have exact change, you essentially get charged extra. And back when they eliminated transfers, the driver watched me put in the money for the ride and the transfer, and then told me they didn't have transfers, when I asked for one. And wouldn't give me the money for the transfer back. ********* ripoff artist. The elimination of cheap transfers in favor of either single fare or the day pass is another way they ***** the casual rider.
