They're there because they'd like to play, but don't feel sure they can commit to the entire game. If RL forces a regular player off of a team, then somebody from the Alternates List can step in for a while.
It's a way of trying to keep 5 people on a team, even with summer vacation schedules, etc. It just didn't seem fair to send a team with, say, 3 people up against a bunch of other teams with 5.

Yes.
And Ophi pretty much covered the role of an alternate. You can also think of them as "Ban insurance", in case someone on your team gets banned during the game.
