How does pointing out that something offends them represent a "failure to assimilate?" Seeing as how not even natives like everything in their native culture, it's unreasonable to claim that no immigrant can ever complain about anything without being accused of not making a good faith effort to fit in. That besides, the UK, like the US, has made something of a commitment to try and be and inviting, and somewhat culturally pluralistic society. If you can't deal with the implications of that commitment, then perhaps you should leave.

Everton you are conflating "unethical" with "offensive." Obviously, if having contact with the animals makes them go through "all sorts of shenanigans," then they are not viewed positively. Since the goal of the advertisements was to create positive feelings about the police force, using imagery that is unambiguously negative isn't going to help that. They, in fact, failed in that sense, and it's perfectly acceptable of the Muslim community to inform them of as much. When you're doing outreach, the relevant opinion is the one held by the group you are reaching out to.
It's not as if they asked for dog ownership to be banned in the UK. They just pointed out that an advertising campaign meant to be positive really didn't strike them as such, for a reason that happened to be religious. There's no reason it should trigger such exasperation from all of you.

What the police need is not a diversity officer, but an assimilation officer to help people from other countries learn how to be good, culturally-integrated Brits.
The Muslim leaders in Tayside should apologize to the police for the rudeness of their fellow Muslims. Whether Islam teaches that dogs are unclean animals or not is not the point. The point is British culture doesn't teach that they are.
This is exactly how I feel.
