Yeah, I'm not sure who thought that up. SSNs weren't meant to be the ultimate proof-of-identity in the United States; just a way to pay into the fund and claim your monthly check.  I'm guessing the government used that as default because if they had come up with a true way of identifying someone nationally there would be a bunch of people screaming "ZOMG 1984!!!!!!!!"
