Well, Josh's rules were about same sex relationships in Star Wars fanfic, because of LFL's attitude towards it. And Josh never banned the word 'eff' - that ruling happened after PWise came in.
So only kinda.

Actually Joshua Griffin was very involved in banning the F from various words. I recently research the hell out of it. He wanted snafu edited as well as WT* and *UBAR.

Tim, Josh banned "F" but not "eff." "Eff" and "whiskey tango *oxtrot" were not banned until fairly recently.

I could've sworn that Wise bought out Josh's share of TFN (or Josh just sold it to him) in late '04 and he just stuck around as a staffer for RotS.

What universe do the site owners live in that they felt such rules were necessary?
Also, hey mods, look...these owner guys...they don't read this place. Just get rid of their more asinine rules. They'll never know! If somehow they do find out down the line, and they're like "wahhhhhhhhhhhhhhhhhh people are saying the letter f!!" you can just be like "Huh! We'll correct this at once!" Put on a little show and they'll be happy and not read the boards again for a few years, and you can go back to ignoring them.
