Hayden already plays a "Hero" so Supergirl may not be a stretch for her. With all the Superhero movies being revived, I can see Supergirl being revisited.

On a scale of 1 to 10, I'd say she's a 5. As mentioned eariler she's too short. I can't see Supergirl being on the same level as Spider-Man, Iron-Man or Batman. It would most likely be on the same level as Elektra or Cat Woman.

Does this mean if they make a Supergirl movie with her in it, they'll have a scene where she's walking around naked when she first arrives on Earth, like in Superman/Batman #7?

I think a Supergirl could be as good as any other superhero flick, but you'd need a director who took it as seriously as Rami took Spiderman, Nolan took Batman, or Singer took X-Men and Supes 2.5.
Well, OK, that last one shows that it's not a sufficient condition, but it's necessary. Also, if they learned the lessons from Supes 2.5 (i.e. superhero movies need a villain to fight, not a piece of rock) it could be very good, so long as they find a good plot to hang the character on.
Panettiere is probably towards the top of the list of candidates I can think of, but I imagine there are unknowns who could fill the roll better. I'll call it at [7].
