Besides, "hope" has been a constant theme in the PT and ST and everything else post-Special Editions. "A New Hope" set it in motion.

I never thought about it before, but it is ambiguous. I guess my first impression is the slaves in general; Anakin's demeanor is certainly not ordinary for a slave with his kindness and optimism. It seems that most others in his position simply live in despair and hopelessness. A slave winning by their own merits sends a message

Just remember that before this win, Anakin had never finished a race. He kept trying. He kept going. That day, when outlanders needed help, he won...against all odds.

Anyone who had any feelings of being a failure or lacking confidence would be inspired.

Yeah I had never thought about the line much, but I had always just interpreted it as Anakin bringing hope to other slaves/other people on Tatooine in general. I mean, it was emphasized earlier that Anakin was a clear underdog and hadn't finished a race before, and while they were certainly in a bad situation, I wouldn't say that Qui-Gon or the other main characters didn't have hope in any sort of way.

She is referring to Ben Quadinaros, naturally.

I believe she’s specifically referring to the occupied peoples of Naboo but I also think if some random slaves got some inspiration out of it Shmi would be happy to consider them included

They were the ones in an hopeless situation where Anakin's victory had any influence on. As opposed to slaves or whatever... Slaves are still slaves, wether Anakin had won or lost. The outcome of that race doesn't affect anyone else but Qui-Gon and the rest. The ones that Shmi is familiar with and who she's ultimately referring to.

That makes sense as well, it just seems like news of a human slave boy being the clear underdog in a pod race and winning could be very inspiring to other slaves, thus giving them hope. Though it was also a bit of a hopeless situation for the main characters as well (besides Qui-Gon of course, he didn't really view the situation as necessarily hopeless).
