You can use the image icon in the post box (to the right of the smiley image). Click it and you will be prompted to enter an image url. Note that the image has to be online somewhere to do this.

Actually, Snipping Tool is built into Windows since Vista. Windows 10 is replacing it with a better app called Snip & Sketch (which was added to Windows 10 a couple years ago), and Snipping Tool will be removed in a future update.
