    I'd probably go with Dukat. He was trying to help the Bajorans and under his leadership the occupation had fewer deaths.

    Well, let's be careful with how we define the "least bad" dictator.

    Crudely speaking a dictator is a ruler with total power over a country, typically one who has obtained control by force.

    So...the LEAST BAD dictator would be someone who does this role very well while a bad dictator is one who would allow their lesser beings to walk all over them.

    Therefore, the LEAST BAD dictator is the ultimate tyrant?

    Again - Ender Sai.

    Did I say possibly British? I was wrong, there is literally nothing more British than thinking getting elected in the UK is the logical stepping stone to world domination.
