    I'll admit I don't remember the book well enough to really know anything about the character, but I could see Ken Watanabe playing a space emperor.

    Or Danny DeVito (is OP's username a reference to the great man?).

    I doubt Lynch would do it, he's said recently that he has no interest in this film, because he's still heartbroken over how his own version played out, especially because he didn't have control over the final cut. I can totally understand and respect not wanting to have that all bubbling up to the surface again.
