I think she's Sabine Wren.

 

I would think Sabine would skulk around with her helmet on though.

 

The likely answer is Sabine, so I’ll go bold and say she works for Moff Gideon or she’s a cultist from Exegol

I think she'll be a dark side user.

I think it makes sense for Mando to run into a darkside user who wants to use the Child's power for her own before meeting an actual Jedi.

 

Since this is 5 year after ROTS would there really be force users floating around?

 

The way the trailer is edited, her character is framed as relating to the Jedi in some way. However, trailer editing can and has been misleading with things like this, so I wouldn't take it as a given. The robe would seem to support some kind of Force user, but also robes aren't exclusive to Force users.

I say for sure this is a new character, not Sabine or anyone else known. I would say 50/50 on whether she's a Force user of some kind.

I mean, we already have a Force user literally floating around in a sci-fi pram, so...

 

She's either Sabine Wren or a sith cultist from Exegol.

 

But there is a difference between force users and progressed force users. obviously they need training or guidance somewhere to progress into being Jedi.

 

I suspect a new character. I get Amidala / Naboo handmaiden vibes from the robes.

 

I'm going with new character Jedi given the trailer talk was of enemy sorcerers at that moment she got her shine in the trailer.

It's a large universe so there could be any number of Force users. This doesn't mean that they are Jedi or Sith level. Lucas himself allowed for Force "magick". She could be a disciple of Ahsoka who is creating her own "Order." Timeline wise it's about 10 years since her last appearance in Rebels? Is that correct?

 

Sabine ties in well to both the Asoka and Dark Saber story lines.

Ventress was actually my initial reaction before realizing the timeline.
