A female sith/villain, as someone said above.

We've seen a glimpse of Empress Palpatine.
The original TESB emperor was played by a woman (Marjorie Eaton), and they toyed with the idea of Snoke being a female. There's also queen Bavmorda (in Willow, written by Lucas), and in Captain EO, that horrible Michael Jackson film produced by Lucas (with Angelica Houston being the villain, whose title is...Supreme Leader)

An old idea from the Man, I think. A bit of Disney on his part (the queen in Snowhite, who -in her decrepit form- looks like Palpatine)

A female villain -any villain- plays herself up to a certain point, so the character would be the actor. But you need a real world actor. A few possibilities:

-Tilda Swinton (59) Vampires, witches, etc.
-Chalize Theron (44) .Queen in Snowhite, Psycho in Monster.
-Lena Headey (46). Cersei.
-Marion Cotillard (44) Talia al-Ghul, Lady Macbeth - who is described as a 'fiend-like queen' in the play.
-Silvia Hoeks (36). Luv -who at times behaves like a female Kylo (anger issues) in that film. Queen Kane.

I'd discard Headey and Cotillard first.

Also, Melania.

 

I'd add Ruth Wilson and Eva Green to that list.

Seriously, after the first season of The Mandalorian, we need more of Carl Weathers.

 

Love to see Arnold in SW someday. But he'd have to be playing a governor or king, not an action role.
