He's stated to have defeated more than 1,100 Sith and Jedi in total throughout his service to the Emperor (which was more than 200 years). In all those years of experience by killing the Emperor's most dangerous opponents, I think he progressed considerably in skill and combat prowess since his appearance at the 'Revan' novel.

For the record, I vote for Saba.

 

I was hoping for this too. I'll have to vote Scourge though because even though he used treachery he was able to murder the Exile.

 

Saba has Denning on her side though.

 

Scourge has got Karpyshan and all of his TOR people though. While Denning clearly has control of post NJO Denning land, Karpyshan and his people rule the massive empire of the TOR time period. Seeing that Denning land is due for an invasion by the house of mouse, I would say Karpyshan's backing currently is stronger than the Denning's.

 

I've got to give it to Saba, she is said to be one of the Order's best duelists, is a Barabel,and Killed an Abeloth(with Denning's help)
