We don't know all the protocol droids in the galaxy. I wouldn't be surprised if some of them were even more annoying than Threepio. Plus Owen only had him for a few years before Senator Amidala, and later Captain Antilles became his new owners. Not only that, he had rusty silver coverings while Owen owned him - the golden ones only came after he'd left Tatooine.
So at the time of Episode 4, Owen hadn't even seen Threepio in over 20 years - and never with gold coverings.

They were in the middle of a Civil War. So, priorities....

Prequels destroy the sequels. If you add in TCW, there's more great SW stories in the Prequel era than anywhere. The clones are some of the most interesting characters in the entire series.

It’s been a long time, but didn’t Anakin go on a rampage after Shmi’s awful death scene? While he was doing that, Palps had a droid go in and harvest Shmi’s eggs. He then combined them with his sperm and grew his son. So Rey is a Skywalker and a Palpatine.
