Games Pazaak - 9 card rule vs Tie card

I hope no one is bothered when I create this little topic here.
My research here in the forum and on the internet does not provide me with an answer.
With two UNO card games I created my own Pazaak game and now stumble upon this 9 card rule and tie card rule.
It would be very boring if a 20 with tie card always wins.
On the other hand, even if 9 card rule always wins?
Has anyone ever defined this as a rule of the game or experienced in the game KOTOR or elsewhere?

My own idea is that 9 card rule wins if you don't have a tie; at Tie the tie-card wins. Does that make sense?
