But... it's not inherently a microaggressive comment without any context...

Nothing is "inherently" micro-aggressive. Things that are plainly identifiable in any context are just aggressive. Micro-aggressions, are by contrast, dependent on their specific context.

    Good points, both.

I think it might be slightly confined by the location of the remark, because there's been such a problematic acceptance of affirmative action in the US and a suggestion that, were it not for these laws, barely literate white gentlemen would have otherwise had jobs such as the Presidency.

One of the legal entities I advise has a requirement to have a majority independent board (as it is the Trustee of a registerable superannuation entity. Superannuation is mandated retirement savings, which would probably cause the American Right to explode trying to adequately describe both the concept and their outrage with a limited vocabulary of just "socialism", which is actually not a pejorative term. Unless they realised that such savings means you reduce government spending on pensions, which in theory they would enjoy however they're too mind-bendingly stupid to actually figure this out). It is also required to have targets in place for achieving gender diversity, mandated by the industry body.

The diversity policy we put together in support of this requires that we have a fully independent board - meaning, all non-Executive Directors - and that we hire the best qualified candidate with no regard to gender, background, etc. Meaning, we cannot discriminate against someone because they are a woman or black or gay or Muslim, for example. Now, you could argue that the policy passively enables white male dominance, except on an annual basis they must self-assess their diversity and report it to the industry body. So, in the event that we had an all male or all female, all white or all black, board, they would need to be certain that the composition reflects the best possible pool of candidates and that nobody was selected on, or discriminated against, because of who they are.

I understand that there is probably more complexity to the race relations question in the US.
