Maul would've killed Anakin or turned him like The Son, Palpatine feared that.

Maul used up a lot of Sidious' energy on Mandalore and came close to defeating his former master, even Savage successfully was holding his own against the Sith Master before he was running out've power since was not a natural Force user. Had Talzin been at full power, she would've destroyed Sidious and Dooku. She and Maul held their own against Windu, and Maul successfully held back both Windu and Secura at the same time. So its possible I think that those duels weakened Palpatine before Windu and Yoda, they chiseled away at his strength.

I don't think the Jedi had a good plan to arrest Palpatine, mainly because it spare of the moment and Mace was still not 100% certain Anakin was telling the truth and could be trusted upon. Mace also was supremely overconfident in his own abilities and of the Jedi prevailing he was certain blinded by it. Sidious was also overconfident that he could handle any Jedi, while also still mentally communicating with Anakin and goading him to help him per the Rule of Two. It was a gamble either way. The fact that Mace dominated the duel against the Sith Lord and later Yoda almost killing him by outclassing his skills with the lightsaber and matching and overpowering his Force power, the movies really hammer in the fact that Palpatine indeed need protection. Yoda was forced to flee because of the Shock Troopers pouring into the chamber to save their Emperor.

If Mace Windu and the other three Jedis were successful then Palpatine would have been stopped and that is the point. Mace did not expect to fail. Palpatine did not know that Anakin would betray him either. It was a risk revealing he was a Sith. Palpatine was hoping that Anakin would join him right then and there. Mace would expect that Anakin is betraying Palpatine, because they were always chummy chummy and Palpatine over estimated his influence over Anakin.

So there are two options. Wait around, lose the political battle, and have a sith lord as your dictator or fight and hope for a chance to win. The latter choice was taken.

    1. Palpatine was holding back against Mace. It was his final plan to finally turn Anakin and to frame the Jedi Order.

    2. Sidious was going all out against Yoda. But Yoda didn’t flee because Clones were coming. The clones were no where near the fight. Yoda flee because he knows there’s no point because he cannot defeat Sidious. The Clones only came after Sidious called them to look for Yoda’s dead body.

Saying Yoda flee because of the clones is like saying Dooku flee vs Yoda because the clones were also coming.

Umm no. Dooku flee vs Yoda because he knows he cannot beat Yoda. This was echoed in Episode 3 where it’s Yoda’s turn to flee because he knows he cannot beat the Dark Lord.
