Bill 986: Funding for security, refugee relocation and immigration enforcement
    Proposed by General Immodet
Bill 986 is a bill in the nature of a substitute for bill 657. The bill would increase funding for security, immigration enforcement and refugee relocation and would make also major changes in other provisions.
The budget for this year is 151 Trillion Credits. The proposed Bill would appropriate 21.3 Trillion credits for expenses related to border security, to security of public places and to administrative costs. That appropriation would be 6.1 Trillion Credits greater than the funding included in Bill 657. The bill would direct that 6.1 Trillion Credits of additional funding to be used to hire and train at least 4.000.000 additional Security Guards, First Response Enforcement Agents, Customs, Port Officials and Profilers. Of those 4.000.000 additional security forces, 100.000 Guards will be trained to serve the Senate. The 3.900.000 other security forces will be used to patrol border areas and public places. Most of the remaining budget will be used to buy new equipment and ships.
Senate Guards, police forces and security services would be granted the authority to increase security checks and perform screening and counter-insurgence techniques. 100.000.000 Credits would be used to install Holonet Transmitters in the Senate Building and to increase security in and around the building. Due to Bazinga’d’s kidnapping, Senators would not be permitted to journey through hostile territory without being accompanied by a unit of Senate Guards. Senators who participate in diplomatic missions may not be accompanied by other Senators.
Another 14.2 Trillion Credits would be used to relocate refugees from one planet to another and to build suitable homes for them. Teachers, public workes, doctors and relief support members would be hired to help refugees adjust to their new homes. This section of the bill would only apply for refugees of member worlds. This bill would give police forces, border patrols and immigration services the power to impose fees on people of non-member worlds. Sector Authority may also adjust the fees established by the bill or impose additional surcharges. Additional collections from surcharges on other fees collected by Sector Authority would be available for spending.
The Ministry of Economic Affairs estimates that enacting the committee-approved version of Bill 986 would have effects on direct spending and revenues that would reduce budget deficits by 30 Trillion Credits over the next five years. The deficit reduction, however, would probably be similar in magnitude to the increase in spending for extra security. The Galactic Intelligence Service also expects that the bill would reduce the net flow of unauthorized citizens.

    +++HOLOGRAM+++

Geonosis votes against Bill 986, on the grounds that:
    1. What will a 'suitable home' be? Will it be loaded with the latest in technology, or with items that many struggling ctizens of other worlds cannot afford? Or will it be a 'crapshack', worse than many of the struggling citizens of other worlds? Geonosis would like clarification on what a suitable home is and what conditions the refugees will be housed in.
    2. Why would so many public servants be required to 'adjust' refugees to their 'suitable homes'? If the home is 'suitable' why do they need a teacher (to teach how to open a fridge?) or public workers (do they have to mentally readjust to the arguably better living conditions in their 'suitable home'?)? Geonosis questions the wisdom of employing so many public servants for this task.
    3. Geonosis objects to the suggestion that Senators may only travel by themselves (as in, one Senator in a group). Why not simply require a proportionally larger security detail for groups of Senators? Say, two security groups for each additional Senator.
The current 'lonesome rule' proposal would limit Senatorial relationship building as well as mutual galactic understanding. It would also make it easier for terrorists to pick off each Senator one by one, because each lone Senator would be less well protected than a group of Senators with a far larger security detail.

Geonosis hopes that the Bill will be rectified to suit our concerns.

    1. We are talking about refugee camps, not about resorts.
    2. We cannot just drop refugees on a planet and don't help them. Many of them have suffered greatly during the war. They need support.
Otherwise, they will end becoming criminals themselves (taking revenge, stealing...).
    3. Senators may not be accompanied by other Senators when they are sent on diplomatic missions in hostile territory.

Hopefully, I have been helpful. Naturally, it is your right not to agree with me and vote against the bill.
It is not only your right, it is your duty to vote against the bill if you don't believe the bill will do any good.
Maybe, I have managed to change your mind. Maybe, I have not.
Add your name to list whenever you have made up your mind.

Though Mandalore has concerns over such a large sum of funds being wasted on refugee relocation/resettlement, the allocation of more funds to the defense establishment is most welcome to a world whose economy is based on ship/weapons manufacturing. The opportunities presented in this bill to our own warrior population should also prove beneficial. Thus Mandalore votes YES.

    Dear Senators,

I present you a Hologram transmission from my good friend, Edith Tarkin.

<< A Hologram is projected across the Senate Rotunda. >>

Good evening, Senators. My name is Edith Tarkin, descendant of the notorious Wilhuff Tarkin.
General Gelderd and General Immodet have just informed me of the threat the Vong Reborn pose to Malastare.
Since, Malastare is located in Tarkin controlled space, I assure you that all necessary preparations will be made to thwart this threat.
My privately owned fleet has secured all spacelines and has been strategically positioned across the Malastare system.
Turbo lasers and ion cannons have been installed on the planet itself and will rip all enemy ships apart.

The Tarkins never backed down from a fight and we will most certainly not do now.
All help would be welcome. Still, the supreme commander of your task force would have to coordinate his every move with my forces.

I advice you to stay hidden on Coruscant, Senators, as you always do. Let real people handle the work!

    Best wishes,

    Countess Edith Tarkin

Senators, my Fleet is currently engaged in combat with Vong Reborn battleships in the Alderaan Graveyeard. Casualties are being reported on both sides, due to the dangerous environment and the brutality of the attacks, some even suicidal in their attack on our comrades.

I request permission to join the Fleet at the Alderaan Graveyard with a squadron of "Broken Arrow" fighters to cripple the Vong Reborn and capture or kill Naire, the suspected leader of the forces out to break us and what we stand for.

Good day Senators, I report from the fleet outside of the Alderaan Graveyard.

I say good day, because it is a good day for the galaxy. The Vong Reborn armada, at present, has been eradicated. We have ships that have surrendered and a number of P.o.Ws on board our frigates, but we have amassed the greatest pilots in the galaxy to aid our cause and have been able to destroy the Reborn flagships and command ships. We have suffered losses and the Senators have lost great comrades during this battle, but it has been a brutal and swift result for us.

A number of fighters have tracked fleeing craft to Malastare where I am en route to now. I doubt this is a trap, but rather an opportunity to take the fight to the ground with our armies against the Vong Reborn and root out Naire in a capture or kill scenario I hope to end myself.

With the support of the Mandalorian supper-commando's thanks to Senator Bardan_Jusik, I feel this tide has turned and we are on the final push to reclaim back our freedom.

You probably were still intoxicated of all the booze you drunk while visiting Kintan... ;)

It really was very good. It's a shame you couldn't attend. Drinks after the vote?

Sure, but only the best is good enough for me! High time for some Corellian Brand! Perhaps Bazinga'd would like to join us?
When Chewbacca89 still was speaker, he once put Bazinga'd and me on a black list because we were drunk while attending Senate sessions...
    Don't tell anyone... ;)

Save the drinks for later senators we have more work to do to deserve it. That is first and foremost to the protection of our citizens. The Vong reborn are on the run after the success our united forces have inflicted upon them. I only hope the matter will be resolved promptly and thoroughly. I have seen the knock on effect first hand of this war; that the senate has to create bills [already in vote] to preserve the freedom and peace of the galaxy. Increasing our security to the galaxy is essential, defending the rights of citizens is essential, providing aid to those torn by war is essential. I must remind the senate that once the war has officially ended many of the bills need to be rescinded or amended to peace time accords. I also hope to ask systems of whom want to house refugees brought by this war. I point out if the current bill is passed, the funds will be released to planets that provide for additional refugees, increasing their planets value [if implimented correctly and is satisfactorily passed by officers and observers].

    *enters the chamber*

    Senators,

I do not wish to cause alarm - nor wrongfully point blame at any of our esteemed senators - however, an encrypted message was sent to me.
It simply stated that Senator Merkual is currently aware of Naire's whereabouts and providing her with asylum. There is no other information, it claims their location is unknown.

I do not recognize the style of encryption, and due to the contents of the message I believe that it may very well be a ploy.
However I recommend an investigation because there remains the potential for truth in the message.

*pauses to allow the other Senators time to react*

The Naboo would also like to offer our world as a haven for any refugees, should it be necessary. The Lake Country, mountain, and coastal cities would provide a spacious and relaxing refuge.

    *awaits a response*

When the bill is passed, I will make sure Naboo is added to the list of worlds willing to host refugees.
A very wise decision, indeed! Many citizens of the Galaxy will regard the Naboo as their saviors in times of war!
A very noble act of you, Senator Volshe! Thank you very much!
I stronly encourage other worlds to do the same.

PS: As long as Merkual is not a member of the Senate, his presence here will not be tolerated.
He should join in order to influence the game, otherwise this game would have no point at all if users just popped in and posted random messages.
