So I am not really well versed in the pre Plagueis eras, I know KOTOR 1 and 2 but that about it, never read the comics or novels set in that time period(save the first Darth Bane one), never played TOR so would largley leave those character out.

1. Jacen during his moment of Oneness in UF
2. Anakin Skywalker/Darth Vader(potential, pre siut)
3. Darth Sidious(pre scarring)
4. Yoda/Sidious(post scarring)
5. GM Luke Skywalker
6. Jacen Solo/Darth Caedus
7. Darth Krayt
8. Darth Vader(in siut)
9. Darth Plagueis
10. Obi Wan Kenobi

Honorable mentions would include Mara Jade, and either Kyp Durron or Kyle Kartarn as strongest non Skysolo member of the new Jedi order, also Anakin Solo for his potential.
