There was a theory that Palpatine was the Strongest in the Darkside, due to him being a sociopath or having some sort of disorder.

George Lucas in the 2005 DVD commentary for Revenge of the Sith talks about how nobody who is evil truly thinks of themselves as evil. He goes on to say that Palpatine thought what he was doing was for the good of the galaxy, to create peace and order but the methods he used are clearly irredeemably evil.

I think Palpatine's love for the art was the only human part of him, I guess that's it. Similar to Thrawn.

That's interesting that Palpatine liked art but, in his own evil way, it was possible he just saw a reflection of his own megalomania in whatever he liked. I don't know if there's a quote from McDiarmid about this but here's the moment where Sidious comes across as something "good". It's not quite the "There he is, he's still alive" line, although that kind of counts, but it's really when he bends down to Anakin on the shores of Mustafar and puts his hand close his his head like he's going to comfort him. He kinda looks sad there. But, also, on the flipside, it is possible that Sidious is just testing how hot Anakin is if he will get burned touching him and also maybe he's just annoyed his plans just went up in smoke, literally.

He hasn’t been portrayed to have true redeeming qualities in canon or Legends so far. His parental concern for Anakin is entirely falsified, based on the evidence. He’s an excellent actor and manipulator, and can change his persona at whim.

His gesture on Mustafar was a strategic maneuver, there was no guarantee he would find a powerful and willing apprentice with many Jedi left to kill.

However, I do believe this portrayal slightly contradicts the message of “no one’s ever really gone” that dates back to the original trilogy. He is undoubtedly further down the dark path than Kylo and Vader ever were, but we don’t really know how reversible that is. Probably not possible to redeem him in a human lifetime, but I don’t know whether that means there’s zero light in him. It’s a moot point anyway, given the extent of his crimes, but still interesting.
It is entirely possible that Palpatine is a psychopath.

Not everyone can be redeemed. Sure, Vader and Kylo, but there are some who are just too far gone. And what was Luke going to do, tell Leia “Sorry, sis, your kid’s gone. I’mma off him now”? He was just trying to make her feel better. He even told Kylo to his face that he wasn’t there to save his soul.

Agreed with touching the forehead. And he yells Anakin’s name when he first sees him in Mustafar, not Vader’s. I can’t find it, but I thought Lucas before ROTS was released said Palpatine had one moment of compassion.

^ Mild correction: I don’t think he ever said “Anakin” on Mustafar. It went like this:

    Clone: “Over here! Quickly!”
Sidious: “There he is! He’s still alive... Ger a medical capsule, immediately!”
    Clone: “Yes sir, right away.”

I like to think that, on some level, he actually cared about Anakin. Even if his sociopathic power-hungry nature made him willing to sacrifice even Anakin.

Her certainly spent a lot more time trying to turn Anakin than he did any of his other apprentices and bragged to Yoda that "Lord Vader will become more powerful than both of us."

I can understand why some people would say that he had some form of attachment to Anakin, almost like a father figure. In fact I would go even further and say that Palpatine thought the same thing of Maul to an extent. However, I don't think those connections made him, "good" in any way. To him, Anakin was a possession just like the rest of his apprentices, and he took pride in those possessions as long as they're useful to him. To me he's basically kid like,

"Look at my new toy. Isn't it cool? It's my favorite one."
    *Toy breaks*
"Well, gonna go buy a new one"

The interesting thing that with Anakin, he was all:

“Aww, my toy broke. OK, I’ll tape it back up so it serves a use to me, but when I find a shiner toy, this one goes to the dump.”
