I think you have to look at this test differently. This is about people who are decidedly capitalists. Figuring out what politics they would hold on a capitalist system.

Local committees called workers' councils that cut across these lines. Literally hence the name. The theory being that these councils could interact as part of a network and that this would replace the bourgeois government. You'll notice from the Wiki article that these are actually a somewhat common form of organization for the proletariat during times of political upheaval, where the councilists broke from a lot of other communist groups is they thought this was all you actually needed or could ever need to overthrow capitalism.
