I'd actually say the Darth Plagueis novel worked towards confirming McDiarmid's statement. Even as a boy Palpatine lacked any sense of empathy, was filled with rage and ambition and obviously didn't care how his actions affected other people.

So Palpatine, probably Nihilius, maybe Vitiate, then probably Bane, I'd say certain Vong like Shedeo Shai and Onimi among other people were most evil in Star Wars.

Though if Palpatine was born unable to feel any empathy or care for others doesn´t that make him actually less evil in a way? I mean Anakin/Vader for example choose to become evil for his own selfish desieres. While Palpatine in the case of being born without empathy never had this choice.
That makes him feel more like someone who was honestly pyschologically sick than someone who choose to be evil like most other Sith, who have their little moments here and there that show that they would be able to care for other, or might indeed care for a few specific people.

Don´t get me wrong Palpatine is a horrible human being and a massive threat to anyone in the galaxy. But isn´t it actually worse if someone chooses to become evil, despite being able to do good, than someone who was never able to feel empathy for others in the first place. Can we really blame someone for what he is born as?

Maybe, maybe not-that's a hard philosophical question. We can blame people for what they do though.

Certainly, though I'm wondering. Was there ever a chance for Palpatine to not become a monster?
I guess his fathers abuse, him getting away with killing a few people with his speeder and of course Plagueis manipulations all played a part as well.
I wonder if things had been different, would he allways have become this evil?

If you believe that destiny is a part of the Star Wars universe then no he would have always been evil.

If there is no free will, how can you deem anyone "good" or "evil"?

To quote Shakespeare "all the world's a stage and all the men and women are merely players." People play their parts for good or ill and are judged accordingly.

Not to ruin the cuteness and get technical, but the "Rebel Trooper" pictured is what I imagine a Galactic Alliance soldier would end up looking like. Why? Think of it like this:
At the beginning of the 20th century soldiers began wearing helmets as shrapnel became a serious threat. At first each nation had their own wild designs. By World War II most helmets looked similar. Now most helmets look rather identical. Why? They all share the same purpose. Eventually one design clearly worked best. I imagine in the Star Wars universe each faction's armor would gradually look similar. The other factions would start to realize that Stormtroopers have the best protection and would start to move their uniforms to that standard.

Yeah by the second galactic civil war the GAG was armored head to toe-not identical to stormtroopers but the same idea.

If we're only incluing the films, then I'd say Palpatine deserves the thread title, but if we're factoring in the EU, his biggest competition would be Omni.

Onimi was evil but he was also crazy. I'd say Krayt probably ranks up there with Palpatine on the evil scale.

OG Krayt had good goals. Sick means, though.

He did have good goals and his character development is quite tragic. He saw the brokenness of galactic society and resolved to forge a better Galaxy. He was willing to use evil methods to get there though.

Krayt was doomed to fail. Genociding entire planets was no way to forge a better galaxy, if that was really his intent. He only made things worse.
