Im fairly sure the TOTJ sith council didnt have 12 members, even if we assume that Marka Ragnos has yet to be replaced after he died the council comes up to 9 or 10 iirc. I had a fairly similar thought about the sith council matching the jedi councik but came uo short. Unless someone was very very late to multiple extremely pivotal decisions. Personally I always viewed the imperial ruling council as a fairly flexible body who gain or lose members depending on which tasks or duties gained Palpatines personal interest and which he desires to have personal involvement in. Things like the blazing of hyperspace lanes in the deep core, searching for artifacts in a particular area, overseeing secret projects, etc. Its even noted in Kernels and Husks by Sim Aloo how flexible and up to Palpatines whims their roles are. Basically tons of informal and ill defined powers that often clash with the more defined Grand Moffs. So for example Bregius Golthan gained oversight of the security of the core and colonies perhaps partially due to Teshiks numerous failures. He gets his nose into the business of various grand admirals and moffs within this jurisdiction, etc. Likely got a seat on the ruling council given how important that job is and the fsct that he was appointed as such by Palpatine personally rather than using the ruling council as an intermediary. Verpalion at one point was part of the ruling council but gradually lost favor until he was just an errand boy for the council, similar to Veshiv. This way the advisors are constantly competing for Palpatine's fickle favor knowing they could lose their seat at any moment. Due to how ever changing the environment is with only a few permanent members, there is never a set number of members. Of course I suppose 12 permanent members does work considering how many of the DS advisors retroactively became close allies and members of palpatine's board during the clone wars, despite WEG indicating that the council regularly shifts with palpatines whims.
Well TFU novelization basically moved that event back about two years, so make of that what you will. That would fall into the gaps between certain episodes presumably. The large time jumps are both a blessing and a hindrance to the show so far - and I'm still catching up, also. Personally I'd probably have had only a six month gap between arc 1 and arc 2, and skipped a lot of 4 BBY entirely... but that's simply my preference. For the Sith Empire, I assume it fell apart gradually from around 3600 to 3400 BBY, and remnants of it reintegrated into the Republic. Parts maybe still indulging in certain skulduggery or manoeuvring along the way, in a more subtle manner perhaps. Supernatural Encounters also hinted at influence and manoeuvring among the Alaskans prior to 7000 BBY being Sith stoked... so it has much precedence. Conflating Paecians with Sith forces also may help cushion further retcons to Dathomir's history too. Also, I'm assuming Dodonna's forces may have had only a minimal presence on Yavin IV during the time Cassian flew the prototype TIE Ad there? Not so clear on the wider lore implications yet.
It was pretty clear that only Maya Pei's remnants were there in 4 BBY but likely had been wiped out. Dodonna's forces likely came in afterwards.
Surprisingly, introducing Peridea as where Nightsisters come from helps explain the stuff we see in Dawn of the Jedi where they come in with Tho Yor.
The Tho Yor got them from Dathomir though in DotJ! And Peridea seemed nothing like an ancestral home.. more like at the farthest edge of their territory and being stranded there.
A little Black Sun speculation in the meantime... (One Canon friendly) After the death of Xomit Grunseit during the latter stages of the Clone Wars, the human Dal Perhi briefly became Underlord of the Black Sun syndicate, right around the start of the Empire. An ambitious human who had built up a circle of supporters from his time operating on Coruscant, and various underworld contacts, Perhi would help to steward Black Sun through the early period of the Empire's rule, though soon found himself making new enemies along the way. Angry at their loss of pre-eminence among the syndicate, the power bloc of Falleen Vigos and Subvigos then led by Verelea Xhorrun moved to seize power from Perhi, eventually having him assassinated circa 14 BBY or prior. Her two key lieutenants and allies at the time were Xizor, who came from an influential Falleen family with long extant ties to the syndicate, and Gyuti, who was a good facilitator. Verelea's own ambitious brother Alorium remained in a supporting role, often chafing at his lack of influence. When tensions rose regarding the continuing participation of Black Sun in the Five Syndicates alliance, circa 12 BBY or later, Alorium moved to sabotage Verelea's intentions, ultimately leading to his assassinating her during a convocation on a platform on planet Nightside. In the resulting chaos the platform crashed altogether, taking numerous Syndicate members with it, and sparking a brief but vicious gang war... only brought to an end by a mysterious shadow player with ties to Crimson Dawn. Further infighting continued with Black Sun for years to follow, with the Falleen regaining most of their former influence, though still admitting other non Falleen into Subvigo and eventually Vigo positions - including Rynscar, Perit, Durga, Green and others. In time Xizor would come to see many of his Falleen brethren as competitors, and move to marginalize their voice within the organization. Gyuti would go on to become a significant ally on the same, however, often serving as an emissary for him. Xizor's own niece of Savar was poised to rise to higher influence, but in the aftermath of her uncle's reported demise at Coruscant, had to scramble to rebuild her own power base, having to deftly negotiate between the prolonged infighting between Perhi, Rynscar, Durga and eventually, Y'ull Acib.

I headcanon that Luthen (Spoiler for a flashback) Spoiler on Naboo tried to get to the Emperor's visit or bunker complex with a wider expanded backstory of that flashback. I headcanon that beetle hunting on Yavin, Palpatine witnessed early on how the Rebels ended up there and maybe chatted with Exar Kun to let them until the moment was right to wreck their minds. Palpatine let his Empire hunt for the Rebel base while knowing, to test the capabilities and like with Senate, kept them as long as he needed them. Maybe even redirected the Rebels indirectly to use Yavin as main base where he had an eye on them rather than elsewhere. Crashed Tie-Pilot Qorl was not incompetent in his inability to escape despite Yavin being constantly settled by Rebels and NR and Jedi. Qorl was enthralled by Exar Kun's manipulation and made contact with Brakiss early on when he attended the academy. Recognising him as a spy, they started to become allies. Qorl would not escape but stay and report back on Jedi and NR activities, and in return recieve shipment drops to have a nice lifetime in the jungle further hidden from his fake-crashsite camp. He always reported to the Second Imperium after JAT! Before that, Qorl was one of Exar's toys and tools until he made his play with the Jedi and let Qorl off the hook, soon after he met Brakiss already. Furthermore, the Emperor almost stumbled upon the Lost City of the Jedi and Ken. Now... given the Emperors trips, did Exar Kun talk to him, like he spiritchatted on Korriban in DE? And if so, why did Exar not spill the location of Ken? Did Exar even know? And if not, WHY not? Also after the Jedi Lightside Forcestormed Yavin IV into a desert in the past... before the Lost City and terraforming transformed it back into a jungle, did they transplant trees there or seed them? Does terraforming tech allow fast growth? Cause like 60 years later in KOTOR its already fully jungle again. Seems Ithorians reforrested it with transplants rather than growing. And the new jungle... could they save any previous flora and fauna or were all new and imported and NEW Yavin IV was unlike old Yavin IV in flora and fauna.. only the same type of jungle, but not same plants and animals? Hence... are all of Yavin's known animals imported and not native? Did the lightsidestorm leave parts unscathed they could expand and breed from?
The Alliance informally could be divided into three political wings. The official line - like the Russian 'Whites' - is non-predetermination; the Alliance will determine the shape of the new galactic government post war. The Right - the Dac Group, centered around Admiral Raddus, General Dodonna, and much of the formal military wing of the Alliance, generally want a reformed Republic with a stronger head of state and separated executive, and a standing military and intelligence agency. They see the weakness of the Republic as much at fault for its demise as the Emperor. The Dac Group tends also to consist of the imperial defectors, many of whom served the Empire just as much as they served the Republic, and still think of with pride some of the Palpatinian reforms that brushed away old Republican morass. Veterans of the Imperial Security Bureau and Imperial Navy, and the Clone Army, saw value in tamed, reformed versions of those institutions. This group too contained more radical elements, such as full Jedi theocrats (although none of those were actually, you know, Jedi) and constitutional monarchists. Dac itself revolted only upon the order of the Mon Cala King; no small number of Mon Calamari thought that placing someone - Leia Organa, Lee-Char, etc. - on the Imperial Throne was the natural next step. The Right convinced the Alliance Council to order a general military offensive after the Battle of Yavin, and the ensuing catastrophic Mid Rim Retreat humiliated the Alliance's right-wing out of further political activism. The Center - the Mothma Group, centered around the titular Senator and the Organas. They want a return to the old Republican government, sans the Palpatinian reforms, galactic disarmament, and the Jedi as an associated but independent organization working with the Republic. The Ghost Crew, the former members of the Delegation of 2000, the Hidden Path, and most of the Alliance falls into this. They don't want much change; they want 'not the Empire.' They're the ones, after concessions to the left and right on some elements who win. The Left - the Neo-Separatist Group, is the most diverse group of the Alliance, largely unified only around wanting change. They range from former Separatists, such as Anton Kreegyr, the droid Kalani, and the Raxus Revolutionaries, to species groups wanting full dissolution of the Empire such as the Bothan Spynet and Free Ryloth Movement to radical Republicans such as the Maya Pei Brigade which want everything from anarchist collectives to direct democracy via the Holonet. The late Saw Gerrera, an autonomist who originally fought for Onderonian autonomy, is considered the face of this movement. Predominant in the early days of the Rebellion, when Separatist holdouts were a real threat, and memories of the Confederacy fresh in the Outer Rim, the Neo-Separatists were mostly either destroyed or folded into more mainstream elements of the Alliance.

Sarkli did not earn his role as captain of a Storm Commando unit through experience and hard work, in contrary to popular belief, the ex-Rebel pilot got his role through nepotism by his uncle, Admiral Firmus Piett. Pulling a few strings within the ranks, Piett had his nephew granted the role of Captain upon turning to the Imperials side. However, his role as a renowned spy came from prior diligence under the Rebellion and his knowledge of how they operated in the past curried him favor at the Emperors feet.
I think this breakdown works fairly well. I'm thinking about Leia's relationship to it, and I think she's probably left-center. She opposed Demilitarization on the grounds it put the Republic, and specifically the people who'd been oppressed by the Empire at risk from the Remnant. She had no issue with secessionists, except the Human League because that wasn't simply "we want to be autonomous" it was "we want to genocidally autonomous". Under both her (and Mon) the NRI doesn't insert spys into formerlly oppressed people groups, she opposed the pro-human Rationalists, and was a deeply committed internationalist and believed in open borders and the principles of free navigation. As for Saw as the face of the Left Autonomous grouping, that seems like a stretch. The guy was paranoid, often refused to work with groupings that had been separatist or saw themselves as neo-seperatist, and was never gonna build any kind of real following due to his willingness to "sacrifice" civilians in the name of victory. In fact in The Mask of Fear he doesn't disagree with the goal of war with the Empire being to create a New Republic.

Grand Moff Gann, Moff Tethys and the other replacement warlords were killed by the Second Imperium during the Shadow Coup in 18 ABY.
Moff Sarn Shild would have declared himself "Xim Reborn" or "Fist of Tion" had his offensive against the Hutts succeeded.
I think it's an interesting idea to consider, though, whether Saw was to some extent posthumously 'appropriated' as a face for those opposed to the Rebel/NR 'mainstream'. I can kind of see that happening.
Although not 100% married to this, I am mostly operating under the belief that "Qimir" in The Acolyte is Imri. Primarily because it exceeds the bandwidth of my suspension of disbelief that Vern would have two entirely unrelated Padawans whose names are basically nothing more than the letters I, M, R and I, and who both took a detour toward the Dark Side. Sure, the HR books told me Imri's hair is blonde. But casting directors and the Dark Side are the pathway to many abilities some would consider to be unnatural.
Sate Pestage cancelled 5 ABY's New Years Fete Week celebrations due to security concerns (nah he just wanted to save money), much to the rancor of basically everyone on Imperial Center. Ars Dangor and the IRC funded minor counter celebrations during the week. This was basically the first shot fired to mark the rivalry between the Office of the Grand Vizier and the Imperial Ruling Council. A rivalry that we know how turned out.
When Ysanne Isard freed Zorba the Hutt from prison, she let her former ISB colleague Dedra Meero go too, who found herself misaligned with Isard and eventually Pellaeon before finding herself eventually battling Yuuzhan Vong invaders next to New Republic soldiers, during the Battle of Coruscant.
Yet Sarkli soon proved up to the task and few questioned his ability to lead the unit. Technically it was still in 4 ABY as 40:1:1 GrS falls into 4 ABY. And 39:1:1 GrS falls into 3 ABY. Rivalry no doubt helped along by the Director of Imperial Intelligence. Probably explains why Dangor moved to Orinda (I wonder, is Dangor actually Orinda's homeworld and not Coruscant?). Depends how despondent Dedra feels about either the Empire or the New Republic. Though I could see Cracken and Drayson finding her skills in the ISB handy but probably would recommend counselling.
Admiral Kosh Teradoc despised Daala, but agreed to cooperate with Pellaeon. He, Admiral Larm and Admiral Rogriss formed a new Imperial Admiralty with Vice Admiral Poinard. Within a year, Rogriss had defected and Teradoc and Larm were dead, and Pellaeon alone in managing the burden. One of the primary reasons the Remnant did so poorly after the Battle of Nam Chorios is that they had no experienced flag officers. Competently the Imperial Remnant could not match the hardened New Republic commanders, and so when the Third and Fourth Fleets advanced down the Perlemian into Antemeridan space, and then crossed the Trans-Hydian, the Remnant fleet fared poorly. By the time they reached Celanon, Pellaeon had arrived with the Reaper and was reliant upon the Separatist-era D’Astan merchant fleet to hold off Mon Calamari Star Cruisers. The Imperial Remnant lost, badly, but the New Republic withdrew, primarily due to damage from D’Astan starfighters. The D’Astan family never recovered from the Battle of Celanon, having lost most of their fleet. Pellaeon scrapped the Reaper to repair hundreds of Remnant ships, and committed to recovering the Chimaera from the New Republic. After a brief refit by the New Republic, the Chimaera had been caught up in the general demobilisation, among the 90% of the New Republic Navy which was disbanded. Almost all of the ships within that scrapping effort were captured Imperial ships. Thousands of Star Destroyers had fallen into New Republic hands after the destruction of Byss, and Mon Mothma sought to cool the fires of war. Within that 90% was the Super Star Destroyer Bellator, whose engines were put into Morgan Elsbeth’s hyper-ring. She also went out of her way to scrap New Republic craft before captured Imperial ones. Her efforts made Corellian Neo-Imperialism grow in strength, for she helped rebuild their economy with the scrap program, even before the New Republic got around to assisting with it. The New Republic intervention in 15 ABY highlighted that Corellia needed more attention, and so they shifted their focus. Corellia’s tacit support of the Empire during the Thrawn War placed it behind Imperial lines when Daala emerged from the Deep Core. She took Rydonni, and Corellia secretly reinforced her. The defeat of the Empire thereafter left Corelia isolated, but Diktat Sal-Solo, as well as Grand General Malcor Brashin of the Sacorrian Triad, were not finished. In 18 ABY a trade summit was agreed, primarily to bring back to sector the Corellian Trade Spine and Corellian Run, which had been diverted to Nubia and Denon in recent years. Admiral Daala had withdrawn to Corellia after the Battle of Columus, and her remaining fleet absorbed the motley nature of the Corellian one. Boosted to eighty ships, she advanced on the Bakuran task force that held above Centerpoint and was promptly routed when Admiral Ackbar’s fifteen modern craft arrived. Withdrawing back to the Deep Core, Daala found the Second Imperium had risen to reunite the Imperials, and when four of her former Royal Guards approached her with a plan to resurrect Palpatine with footage, she agreed. Unbeknownst to her, said Royal Guards were in contact with Exegol, and Palpatine did issue orders via them. Daala unwittingly handed control of the Deep Core back to Palpatine, and worked to rebuild her fleet, including raiding and damaging the Fondor shipyards. When the Shadow Academy advanced on Yavin 4, she let the Dark Jedi strike initially, and dispatched a quartet of Star Destroyers to support them. The rest of the fleet would follow. She never got the opportunity; the Shadow Academy was destroyed, and routed, and years of planning wasted. Daala began preparing for a new offensive, relying increasingly on piracy to obtain new ships and resources, but two years into that, newly elected Chief of State Borsk Fey’lya sent Admiral Ackbar into the Deep Core to police the situation. For the New Republic it was merely loose ends. The Imperial Remnant War had officially ended six years before with the Bastion Accords, and Ackbar was given permission to test out new warships on the front. The Viscount led this deployment, even as the Yuuzhan Vong neared Vector Prime, with much of the new Sixth Fleet being tested. Admiral Kre’frey was put through his paces during this campaign. Ackbar resigned when the last known Second Imperial fortress world - Kalist IV - fell. Sien Sovv, a commander from the First Fleet, stepped up, having only recently been promoted to Admiral following the retirement of Nantz. Sovv’s inexperience showed in the coming months.
